Aron T. Aston has more than 27 years of experience as a cost estimator in the construction industry. He has worked on a variety of projects including aviation, military, universities, K-12 schools, retail, commercial, parking structures, restaurants, community centers and youth hostels. Aron has provided estimates on all project phases, including conceptual design (SD, DD and CD), as well as developing change order cost estimates during construction. Aron is qualified to estimate 1-12 UniFormat divisions, from setting budgets at the program level through estimating for construction documents. The SFMTA is implementing a $4.5 billion in capital projects over the next five years ranging in size from $5 million to $100 million. The most significant of the Agency’s capital projects is the Central Subway Program, a $1.6 billion project with construction contracts valued at over $900 million. The Central Subway will construct a new 1.2-mile subway through San Francisco’s downtown core and into Chinatown. Hill assists SFMTA in procuring software and implementing a Capital Program Controls System to track capital project finances, spending, and project scheduling. Aron is providing estimating and constructability review services on the Central Subway Program for three stations, one 1.5 mile long tunnel and a communications and control package. Working as Caltrans’ expert in this arbitration matter for which Hill is providing a detailed analysis of delay, lost productivity and geotechnical issues in this $14 million claim submitted by the FCI on behalf of Malcolm Drilling. The project was CIDH pile installation as part of construction of the Lake Hodges and Green Valley Creek Bridges along I-15, in north San Diego county. Hill’s work is the complete analysis of the contractor’s alleged claim issues to include: (1) adverse work conditions caused by unexpected flooding of Lake Hodges; (2) defective specifications and design; (3) differing site conditions associated with unexpectedly high strength rock; (4) failure to disclose superior knowledge prior to bid; (5) work impacts caused by Caltrans contract administration; (6) Caltrans handling of the contractor’s claim; and (7) problems with the cost reduction incentive proposal. Hill International is assisting SCE with the Engineering/Procurement/Construction (EPC) contract for their Transmission/Distribution Business Unit (TDBU) which commissioned Hill to assist with construction of the Tehachapi Renewable Transmission Project (TRTP) which will provide electrical facilities to interconnect new wind turbine-based electrical generation in excess of 700 MW and up to approximately 4,500 MW from the Tehachapi Wind Resource Area (TWRA), the richest wind resource in California. The TRTP includes a series of new and upgraded high-voltage transmission lines (T/L) and substation facilities to deliver electricity from new wind farms in eastern Kern County, California, to the Los Angeles Basin. Mr. Bustillos worked on the following project segments: • Windhub Substation, Mojave, California. Mr. Bustillos’ duties included review of biweekly schedule updates including analysis of critical path and milestone status. He also generated a project summary report explaining issues, concerns, opportunities, events, and forecast. In addition, Mr. Bustillos reviewed time impact analysis, schedule coding, calendar and structure prior to the integration into the master schedule. He was also responsible for coordination with third parties including other transmission line contractors; tracked critical equipment delivery and on-site assembly; coordinated cost tracking requirements; and provided review of the look-ahead schedule during on-site progress meetings. • Whirlwind Substation, West Rosamond, California. Harvey served as Program Manager for a hospital expansion project at Tucson Medical Center. The program consisted of a 221,500 SF four story tower that included 24 new operating rooms, new Central Sterile Processing area, an additional 40 bed patient floor, orthopedic clinical spaces, and mechanical penthouse for HVAC equipment. On behalf of Freeport-McMoRan, and under a Master Services Agreement (MSA) and Supplemental Services Agreement, Hill worked with the EPC contractor’s planning/scheduling and estimating team in providing an independent 3rd party review and assessment of the overall project schedule and cost estimate, as well as a project risk analysis, at a critical stage to support the approval decision to fund and complete the project. The contractor’s overall project estimate was in excess of $2.3 billion. Hill’s detail review uncovered mistakes, inappropriate and incorrect assumptions and bases in the estimate. Corrective action was then taken and the project cost was reestimated to be just over $1.9 billion, in excess of a 17% decrease. The project was approved and funded to complete based on this revised estimate. Hill’s work with the contractor’s planning and scheduling team resulted in the project schedule being revised and updated to be more accurate and predictable. The schedule was cleaned up and revised in preparation of the risk analysis that we performed. Critical paths were changed for each building for the project. In addition, Hill augmented Freeport-McMoRan’s project team to provide construction management, project control, cost estimating, cost management and control, contract administration and contract management services. We are providing staff augmentation services on an ongoing basis to support construction management, cost control and contract management.

Salt River Fields at Talking Stick is the first Major League Baseball Spring Training Facility ever built on Indian land, located on the Salt River PimaMaricopa Indian Community. Home to the Arizona Diamondbacks and Colorado Rockies, it includes an 11,000-seat ballpark, 12 replica and practice fields and related buildings including Major and Minor League signature clubhouses, training facilities and offices for each team. Hill’s engagement started in the second quarter of 2009 with participation in the planning and budgeting of the facility. As the project progressed from the planning phase into construction and later close-out, Hill’s services were expanded to include additional scope to utilize the expertise of Hill’s staff. In June 2011, the facility became the first spring training facility to receive a LEED Certified Gold ranking from the U.S. Green Building Council. Hill was retained to prepare an initial budget estimate at the concept level prior to the construction manager-at-risk (CM-at-Risk) selection and develop a detailed project schedule identifying long-lead and critical scope items. Hill’s detailed approach produced a budget estimate that was less than 1% from the final cost, and well positioned the owner initially in CM-at-Risk negotiations and LEED certification feasibility. As the project progressed into design, updated estimates provided the complete breakdown to the unit, assemblies and labor man hours and an integrated master schedule, providing the owner key information regarding potential fast-track issues. This included construction parking needs and potential labor disputes affecting material lead-time as well as providing a tool to address change orders and manage funding requirements. The expanded support that Hill’s staff provided after selection of CM-at-Risk included: constructability reviews, CM-atRisk cost reviews, systems selection, value engineering, schedule delay and budget analysis and quantity and price reviews to the owner. Further support was provided in construction meeting attendance, change order and payment application reviews, evaluation of RFIs, specification reviews, site visits and general QC/QA and inspections. In addition, Hill was retained to review claims for adjustment at close-out caused by the accelerated project schedule and resulting design delays and overlap of trades. Hill also provided an independent constructability review that included over 700 comments, which contributed to a 40% reduction in RFIs reducing project costs and saved schedule delays during construction. Specially, Hill’s comments halted a concrete pour, which would have delayed the project schedule and increased project costs.

Hill was selected to provide project management services for Tucson Medical Center’s (TMC) Strategic Capital Plan 2010-2014. The original Capital Plan consisted of campus redevelopment projects that included a Surgery Center, Orthopaedic Hospital, all associated facilities infrastructure and, after opening, renovation of existing spaces for a new Women’s Center to be constructed in 2014. Based on collaboration with TMC, Hill and the design team, the scope of the project changed in February 2011 to combine the Surgery Center and Orthopaedic Hospital into a single structure. The $109 million construction manager-at-Risk project includes 206,478 GSF of new construction and 15,097 GSF of renovations. TMC and the Tucson Orthopaedic Institute (TOI) are forming a partnership to create a world-class orthopaedic specialty center, managed cooperatively by TMC and TOI, with a new four-story pavilion on the west end of TMC. In Hill’s role as project manager, our team assists the owner in managing the design team, construction team and complete work to close-out.
